Your Pic size should be less than 25kb.
PROCEDURE:
1) Go to the link :
2) Browse the image you want to resize from your device.
3) Press the Button :
Compress Image,
then Press OK
Then Press DOWNLOAD Image.
It will open a window chose Save File Option and then Press OK.
4) Now Go To PPSC Website and upload Your Resized Pic.
