What is meant by Pay & Service Protection for educators and other contract employees?
Most contract employees are seen striving for permanent service in other organizations. In this climate of uncertainty and injustice, it becomes difficult to perform well and the sword of contract hangs over their heads all the time.
OUR LOSS:
Due to recruitment on Fixed Pay and Without Scale, SMTs of the year 2000 first 7 years The first 5 years to 2002 educators; Social Security Benefit for the first 4 years of 2003 and for the first 3 years of 2004; House Rent Medical Allowance Convention Allowance and all other ad hoc allowances received by the rest of the teachers at that time were deprived.
So far, the biggest injustice being done to all educators is that when doing regularization, the word Appointment is written instead of Regularization in our regular orders and it is written in the same orders that you have extended the contract service period to seniority. Can't use for Pension and Leave etc! However, we sign on contract not happily but under duress as Punjab Schools has not done any regular recruitment in the last 20 years.
SSB DEDUCTIONS:
After regularization only 30% of our social security benefits should be discontinued but this does not happen but our basic pay is also fixed from the initial stage instead of running.
PERSONAL ALLOWANCE AS ANNUAL INCREMENTS:
At the time of regularization, all annual increments of contract duration received on the basis of performance are frozen in the form of "Personal Allowance" ie the amount of this Freezed Personal Allowance is never increased and then after some time on Next Post. In-service promotion or as SESE SSE SS In case of HM appointment this Personal Allowance is also terminated permanently.
SERVICE:
9-year contract service for SMTs recruited in 2000; 7 years of 2002 educators; 5 years of May 2010; 3 years of 2012; The 4 years contract service of 2014 and the 3/4-year contract service of 2015 & of the followers are not counted for any purpose.
RIGHT OF FAMILY PENSION:
Any government employee can be entitled to commute pension and monthly pension only in case of retirement or death during service; When he has been in regular service for at least 9 and a half years - in case of death of many regular educators due to the same condition, neither family members have been able to get monthly pension nor commute amount. TIME SCALE PROMOTION:
Even in time scale promotion orders, educators are suffering from not being counted as contract service as time scale promotion is being given on the basis of 10 years regular service by minimizing their contract service.
LOSS IN ADHOC RELIEF ALLOWANCES:
Since Basic Pay is fixed at the Initial stage when regularizing, the amount received in the contract service of all Adhoc Relief Allowances is also reduced due to the reduction of Basic Pay as these Adhoc Allowances are directly related to the Basic Pay Ratio.
After the regularization, the majority of these educators have been losing Rs 4,000 to Rs 10,000 per month in terms of Basic Pay only.
SERVICE LESS THAN 6 MONTHS:
June to December 6 months due to lack of regular service 19 October 2009 ؛ 10 September 2011 All educators who become regular on August 07, 2015 have also been deprived of the annual increment of the relevant month of December.
LOSS EVEN AFTER RETIREMENT:
Since the monthly pension in case of retirement is also on the basis of Running Basic Pay, this financial loss will continue even after the pension. Losses ranging from about Rs 3 million to Rs 10 million will have to be borne.
RECOVERY OF PAYMENT (ROP):
After regularization of most of the educators, recovery of Rs 1 lakh to Rs 5 lakh has been made and recovery is being done in monthly installments.
LOSS OF SENIORITY:
Educators get chances of being promote are getting more less because their contract service is not included and they tried again again to get higher post and join as contract repeatedly.
